You can actually check for yourself using this Express by Holiday Inn Southampton West link. The only family room options shown indicated that they were for 2 adults with 1 child. You would need to check with the hotel whether it would be permissable to sleep 4 in a room designed for 3, although if the children are small then they may allow it.

If you reserve the room, you will be able to contact them and enquire of this via email or telephone. If it is not allowed then you can always cancel subject to their published terms of cancellation, repeated below for your convenience.
